Local Plans have to be prepared using the following legal guidance:

• National Planning Policy Framework (NPPF)
• Planning and Compulsory Purchase Act 2004
• Localism Act 2011
• Town and Country Planning (Local Planning) (England) Regulations 2012

The local plans are also informed by the Norfolk Strategic Planning Framework (NSPF) which provides a structure for tackling planning issues across the county, especially those which have a strategic impact across local authority boundaries. It includes guidance relating to housing, economic growth, infrastructure and the environment. Both Broadland District and South Norfolk Councils are members of the Norfolk Strategic Planning Member Forum which produces the NSPF.
