Planning an event in Broadland or South Norfolk? We’re here to help you make it happen safely and smoothly. Our area hosts a wide variety of public events each year - from sports events and fetes to concerts and community celebrations, indoors and outdoors, large and small. Whatever you’re organising, we can support you every step of the way.
Events planning and guidance
If you are thinking about organising an event in your community it is important to remember you will have a legal responsibility to ensure the health, safety and welfare of the people attending your event, as well as that of the employees or volunteers. This includes any licenses that may be required and the essential requirements to hold an event such as public liability insurance, first aid provision and risk assessments.
Broadland District and South Norfolk Councils have produced a useful toolkit to provide community event organisers with some guidance when planning and running an event:

We’re here to help communities bring events to life. Our aim is to support activities that boost local involvement, health and wellbeing. The Communities team has plenty of experience to share - from safety guidance to funding advice and volunteer support.
Here’s how we can help:
- Connect event organisers with the right council teams, including licensing and health and safety.
- Advise on the health, safety and welfare at events
- Loan out some of our equipment for hire
- Attend events with our dedicated Community Engagement Van (CeVan) and Help Hub advisors
- Help build partnerships, find potential sponsors and link you with volunteers and participants.
- Support residents and community groups to set up an events committee or revive one that’s lost members or direction.
- If an established event loses its organising group but is still viable, we’ll try to help find a new group to take it on.
- If an event is at risk due to illness or injury within the organising team, we may be able to offer short‑term support to prevent cancellation as long as the group plans to resume once they’re able.
Licensing
Some events may require a licence to run. This can include, but isn’t limited to:
- Selling alcohol
- Providing regulated entertainment
- Serving hot food or drink between 11pm and 5am
Depending on your plans, you may need to apply for a Temporary Event Notice (TEN) or hold a premises licence.

Road closures
While the Communities and Licensing teams can offer advice on road closures and diversion routes, all road closure applications for events and play streets schemes must be submitted through Norfolk County Council.
Equipment hire
We offer a wide range of equipment for hire to help organisations run events without needing to buy their own.
