Strumpshaw Parish Council has undertaken a review of its 2014 Adopted Neighbourhood Plan in accord with the Neighbourhood Planning (General) Regulations 2012 (as amended).

A local referendum was held on 7 May 2026 in order to determine whether residents within the neighbourhood area support the proposed Strumpshaw Neighbourhood Plan (2025-2045). Of those who voted, 86.9% did so in favour of the Neighbourhood Plan. This means that the modified Neighbourhood Plan now comes into force as part of the statutory Development Plan for the area and will be used, from immediate effect, in the determination of planning applications within the parish.
It now remains for the modified Neighbourhood Plan to be formally made by both Broadland District Council and the Broads Authority, which will be undertaken in May and July 2026, respectively. Until such time as it is formally adopted, the Referendum Version of the modified Neighbourhood Plan (available via the ‘documents’ section, below) should be used to inform development proposals and decision-making within the area.
Background
Strumpshaw Parish Council submitted the Strumpshaw Neighbourhood Plan Review and other documents to Broadland District Council and Broads Authority in August 2025. The submitted documents have been checked by the local planning authorities against the relevant criteria in Schedule 4B of the Town & Country Planning Act 1990 and were approved for publication.
In accordance with Regulation 16 of the Neighbourhood Planning (General) Regulations, 2012 (as amended), there followed a period of consultation on the Neighbourhood Plan. A summary of the representations received during the consultation can be viewed in the documents section, below.
The modified Neighbourhood Plan was subsequently subject to an independent examination which was undertaken by Mr Andrew Ashcroft. Formal correspondence relating to the examination can be found in the documents section, below.
The examination concluded on 14 January 2026 and the report of findings was submitted to Broadland District Council and the Broads Authority. The examiner recommended that, subject to certain, specified modifications, the Neighbourhood Plan should proceed to a referendum in the neighbourhood area. The Local Planning Authorities considered the examiner’s recommendations and issued a Decision Statement detailing their intention to send the Strumpshaw Neighbourhood Plan (2025-2045) to a referendum, subject to modifications being made as specified by the examiner. The referendum was held on 7 May 2026.
