Five year housing land supply position

The Greater Norwich Local Plan (GNLP) was adopted in March 2024 with a 5.77-year housing land supply, but this is no longer the case following changes to the Government’s standard method for calculating housing requirements. Consequently, the balancing exercise under S5 of the NPPF will be applied to planning applications for housing where it is appropriate to do so.

For the period 1st April 2026 to 31st March 2031, the latest assessment shows the land supply position as 4.37 years. Built into this calculation is a 20% buffer required by NPPF Annex D, paragraph 9.

Alongside an assessment to explain the five-year housing land supply position, the Greater Norwich authorities have appended housing forecasts for each district.

The Greater Norwich authorities will continue to monitor housing completions during 2026/27 and will re-commence work in Spring 2027 to publish the next annual update for the 5-year period from 1st April 2027 to 31st March 2032. This work will require landowners, agents, and developers to agree forecasts for all major residential sites; and this ongoing support in forecasting housing land supply is appreciated by the Greater Norwich authorities.

Authority monitoring reports

The authority monitoring report is a requirement set out in Section 113 of the Localism Act 2011.

The authority monitoring report (formerly the annual monitoring report, or AMR) is a regular check of the performance of existing policies.

From 2010/11 the AMR has been produced jointly with Broadland District Council, Norwich City Council and Norfolk County Council as part of the Greater Norwich Growth Board.

From 2024/25 authority monitoring reports , or AMRs, are being prepared against the policies in the GNLP. The AMR is also supported by interactive online mapping and data dashboards.
