Local Plan Gateway 1
The Greater Norwich Local Plan (GNLP) 2045
The Town and Country Planning (Local Planning) (England) Regulations 2026
Date of Publication: 30 October 2026
Gateway 1 is the first formal stage in preparing a new Local Plan under the Government’s revised planning system in England. It marks the point where Broadland District Council, Norwich City Council and South Norfolk Council confirm we are ready to begin preparing the Greater Norwich Local Plan 2045. As part of this, we have carried out a readiness assessment to show that the key elements are in place, including our timetable, evidence base, consultation approach and early environmental work.
We are publishing the self-assessment summary in line with regulations 21 of the Town and Country Planning (Local Planning) (England) Regulations 2026 and Government guidance on the new 30‑month plan-making process. National guidance requires local planning authorities to make their Gateway 1 self‑assessment publicly available to support transparency and mark the formal start of plan preparation.
