The Greater Norwich Local Plan 2045

The Greater Norwich authorities (Broadland District Council, Norwich City Council and South Norfolk Council, working with Norfolk County Council) are preparing a new Local Plan.

This process is prompted by national planning reform and the government’s new method for calculating housing need. In addition, the government has introduced a new plan-making system, which changes the way local plans are prepared. The Scoping Consultation is open from the 17 August to 28 September 2026:

A Call for Sites took place between February – March and June-July 2026. A register of submitted sites is now available to view.

Broadland District, Norwich City and South Norfolk Council have published their intention to commence preparation of the Greater Norwich Local Plan 2045:
