Self-Build Data
The register indicates the demand for custom and self-build housing in the district. Demand is measured annually by ‘base periods’ which start on 31 October and end on 30 October the following year. Once a base period has ended, the council has an obligation to grant sufficient planning permissions over a subsequent three-year period to meet the number of people on the register. There is no requirement to match individuals or groups from the register to the specific plots.
The 2023 Levelling Up and Regeneration Act (LURA) made changes to the 2015 Self Build and Custom Housebuilding Act by amending the requirements for what qualifies as a self-build and custom build permission. As of 1 February 2024, local authorities can only count permissions that are specifically self or custom build. Before this date, permissions for single plots that had the potential to be self-build were included.
Prior to 31 October 2024, the South Norfolk self and custom build register was free to join and administered by the Borough Council of Kings Lynn and West Norfolk. From 31 October 2024 administration of the register transferred to South Norfolk Council alongside the introduction of a local connection eligibility test and annual fee.
The table below summarises the data held on Part 1 of the self-build register between base period 1 and base period 11. This includes the registered demand by base period, as well as the number of suitable plots, for each base period. The registered demand is the number of applicants who joined Part 1 of the register in the base period. The registered demand data is updated quarterly.

Areas of geographical interest
The map below shows areas where self-build register applicants have expressed an interest in locating a self-build plot for development. Many applicants to the register express an interest in multiple areas whilst some applicants do not express a geographical preference at all. In addition, many applicants simply select the “all towns, villages including Wymondham, Long Stratton, Diss, Loddon and Harleston” option on the self-build application form. For this reason, the data illustrated on this map is considered to be indicative of the level of interest within an area only.
