Rackheath Neighbourhood Plan

Following the independent examination, Broadland District Council has now approved the examiner’s modifications and made (adopted) the Rackheath Neighbourhood Plan (Revised 2024-2045).

The adopted, revised Neighbourhood Plan will be used to determine planning applications in the parish of Rackheath (the neighbourhood area).

Background

Following a consultation with the community and other stakeholder bodies on a pre-submission draft of the modified Neighbourhood Plan between 17 November 2024 and 6 January 2025 (in accordance with Regulation 14 of the aforementioned Regulations), the Community Council submitted its proposed, modified Neighbourhood Plan to Broadland District Council in March 2025.

The submitted documents were approved by the local planning authority against the relevant criteria in Schedule 4B of the Town & Country Planning Act 1990 and were subject to a formal consultation by Broadland District Council during May/June 2025, as required by Regulation 16 of the Neighbourhood Planning (General) Regulations, 2012 (as amended).

Broadland District Council subsequently submitted the Neighbourhood Plan and supporting documents to an independent examination. The Council appointed Mr Andrew Matheson to undertake this examination and this took place between July and September 2025.

Mr Matheson submitted his report to Broadland District Council, wherein he concluded that, subject to a series of recommended modifications set out in his report, the revised Neighbourhood Plan meets all the necessary legal requirements and should proceed to be made by Broadland District Council, without needing to progress to a referendum.
