Broadland District Council - Review of Hackney Carriage and Private Hire Policy and Conditions
Broadland District Council is consulting on proposed revisions to its Hackney Carriage and Private Hire Licensing Policy and Conditions documents.
The Policy and Conditions apply to all licensed operators, vehicles and drivers in the district. They were last reviewed in 2021 and the Department for Transport recommends that licensing policies are reviewed every five years. Changes to national guidance and legislation also make it appropriate to review the documents now.
The consultation runs from 21 September to 16 November 2026, and we invite licensed operators, vehicle proprietors, drivers and other interested parties to submit written comments.
A summary of the key proposed changes is attached below, along with a copy of the draft proposed policy document.
Whilst the key changes have been highlighted, it is advisable to ensure that any interested parties are aware of the contents of the full document.
We particularly welcome views on:
- The current needs of the hackney carriage and private hire trade and its customers.
- The proposed changes to the Policy and Conditions.
- Any other matters relevant to the review.

All responses must be made in writing so that they can be fully considered as part of the consultation.
After the consultation closes, the Council will consider all comments and representations received. A report setting out the proposed Policy and Conditions and summarising the consultation responses will be presented to the Licensing and Regulatory Committee. The final proposals will then be submitted to Council for approval.
Consultation responses may be published on the Council’s website as part of the decision-making process. If you consider that any information provided in your response should remain confidential, please identify it and explain why.
Subject to approval, the revised Policy and Conditions are expected to take effect on 1 April 2027.
