Every Council is required to undertake and complete a review of all polling districts and polling places within its administrative boundary at least once every five years. The last reviews for Broadland District Council and South Norfolk Council were completed in 2023. A Council can also undertake an Interim Review if further revisions are required.
Due to changes to the Norfolk county division boundaries, an Interim Review in both council areas is required in advance of the County Council Elections on 1 May 2025. This is because some polling districts will need to be changed due to boundary changes. There may also be polling place changes in some polling districts.
Definitions
- Polling district - the geographical area created by sub-dividing an electoral area. All wards within Broadland and South Norfolk are divided into polling districts, which form the basis upon which the register of electors is produced. Most polling districts are defined by parish boundaries but there are exceptions. Unless there are special circumstances, each parish must be in a separate polling district.
- Polling place - the designated area for a polling district in which a polling station is located.
- Polling station - the actual area where the process of voting takes place, e.g. a room in a community centre or school.
What is the aim of the Interim Review?
The aim of the interim review is:
- To ensure electors in the area have such reasonable facilities for voting as are practicable in the circumstances.
- To ensure as far as it is reasonable and practicable, that polling places are accessible to all electors.
- To note the county council division boundary review and consider changes to polling district boundaries where necessary.
- To consider alternative polling places and stations due to availability or feedback at the Police Crime Commissioner and UK General Elections from key stakeholders such as voters, polling station staff, parish councils and district councillors.
The review will not consider parish, ward, divisions or parliamentary constituencies boundaries and will not consider polling districts and places outside the scope of the review.

21 October 2024 - 18 November 2024 | Publication of Acting Returning Officer's (ARO's) comments and proposals. Public consultation on existing arrangements and any proposals for change. |
25 November 2024 | Publication of responses to ARO proposals and any alternative proposals received arising from the consultation. |
5-6 December 2024 | Electoral Arrangements Committee to consider ARO's proposals, all representations and alternative proposals. Committee to agree final proposals. January 2025 | If required, an Electoral Arrangements Committee could consider comments on any revised proposals and agree final proposals |
