Police and Crime Commissioner Election - Thursday 16 July 2026
A by-election to elect a Police and Crime Commissioner for the Norfolk Police Area will take place across the whole of Norfolk on Thursday 16 July 2026.

Trevor Holden is the Police Area Returning Officer (PARO) for Norfolk and is responsible for overseeing the following aspects of the by-election:
- Issuing the statutory notices
- Managing the nomination process
- Ensuring compliance with the legal requirements for candidate election addresses, including the submission process
- Collating local verification and count totals
- Calculating the overall result and declaring the final result
Each district council in Norfolk is also required to appoint a Local Returning Officer (LRO) to oversee the conduct of the poll within its area. This includes day to day management of the election locally such as issuing and opening postal votes and publishing the Situation of Polling Stations, local verification figures and local count totals. Trevor Holden is also the Local Returning Officer for Broadland District Council and South Norfolk Council.

If you are unable to attend your polling station on Thursday 16 July 2026, you can apply to vote by proxy. This means appointing someone you trust to vote on your behalf.
Your proxy will need to attend your polling station on polling day and show their own accepted photo ID. They may also apply to vote on your behalf by post, subject to relevant deadline (i.e. by 5pm on 1 July).
The deadline to apply to apply for a proxy vote for this election is 5pm on Wednesday 8 July 2026.

We know postal voters are keen to know when their ballot pack will arrive.
This will depend on:
- when you applied to vote by post
- how long post takes to be delivered to you – particularly if your postal vote is being sent to an overseas address.
For this election, postal votes will be dispatched around 30 June 2026 (for those voters who already have a postal vote in place or have applied for a postal vote by 17 June 2026). Any voters applying for a postal vote after this date, will receive their postal vote around 7-8 July.
Postal votes are sent by Royal Mail using first-class, priority post.
Why aren’t postal votes sent out as soon as an application comes in?
Candidate nominations for this election close at 4pm on Friday 19 June. This means that ballot papers cannot be finalised or sent to print until after this deadline has passed.
Postal vote packs are personalised for each voter. They must include the correct ballot paper, as well as personalised instructions and envelopes to ensure your vote can be returned correctly.
Before postal votes are issued, we also carry out essential security checks. These checks, together with the printing and preparation of personalised packs, mean that it takes time to prepare and send postal votes once nominations have closed.
What if I’m going on holiday before my vote is likely to arrive?
If you applied for a postal vote and don’t think you’ll be home to return it by post (it must reach us by 10pm on Thursday 16 July) you can hand in your completed postal vote pack to your polling station on polling day. Postal votes can also be handed in during office hours at The Horizon Centre, Peachman Way, Broadland Business Park, Norwich, NR7 0WF. You must complete a form when you hand it in.
If you will be away and unable to return your postal vote in time, you can appoint someone you trust to vote on your behalf. To do this, you will need to:
- cancel your postal vote by 5pm on 1 July 2026. This will happen automatically if you appoint a proxy, but you can contact us if you would like to discuss other cancellation options.
- submit your proxy application by 5pm on 8 July 2026.
- the person you appoint as your proxy must:
- be a registered elector who is eligible to vote in this election.
- not act as proxy for more than two electors living in the UK, plus up to two electors living abroad, or up to four electors living abroad.
- your proxy can:
- vote in person on your behalf at your polling station. They will need to show their own accepted photo ID before they can vote, or
- apply to vote by post on your behalf, provided they submit a proxy postal vote application by 5pm on 1 July.
If you vote in person at a polling station, you must show photo ID before you are given a ballot paper.

If you do not have an accepted form of photo ID, you can apply for a free Voter Authority Certificate. This is a photographic ID specifically for voting.
You must be registered to vote before applying. If you need a Voter Authority Certificate, please apply as early as possible.

Nominations
Nomination papers and guidance for candidates are available from the Electoral Commission website (Nominations | Electoral Commission)
Nominations may be submitted between 10:00 am and 4:00 pm on any working day from Friday 12 June 2026 until 4:00 pm on Friday 19 June 2026. The latest deadline for submission of nominations is 4pm on Friday 19 June 2026.

Nomination papers received after the deadline of 4:00 pm on Friday 19 June 2026 will not be accepted.
Deposit
A deposit of £5,000 must be paid by candidates. This must be made by bank transfer and received in cleared funds in accordance with the instructions provided by the Police Area Returning Officer.

Candidates wishing to have an election address included in the candidate booklet must ensure this is submitted by 12:00 noon on Friday 19 June 2026.
