Broadland District Council's Strategic and Delivery Plan

Our strategic plan was agreed on 22 February 2024. The updated delivery plan for 2026-2028 was agreed by Council on 19 February 2026.

The main priorities we are focusing on are:

  • Empowering individuals and communities
  • Cleaner, greener Broadland
  • Providing the right homes in the right places
  • Sustainable resilient local economy
  • A modern, caring Council safeguarding our future

What are our plans?

  • Further develop work to deliver a new community hub, including a GP surgery, in Taverham.
  • Develop work to deliver a new community hub in North Rackheath.
  • Deliver recycling initiatives to improve our recycling rates.
  • Optimise council owned land to include the implementation of a biodiversity action plan.
  • Work further with Town and Parish Councils to strengthen collaboration engaging our communities and improving service delivery.
  • Complete our new visitor centre and café at Broadland Country Park, developing our management partnership with Norfolk Wildlife Trust.
  • Preparing for Local Government Reorganisation in a way that best represents Broadland’s interests.

We have already:

  • Since launching our Business Builder scheme in 2022, we have helped over 200 businesses secure grants totalling over £1,000,000. This investment has accelerated growth, supported start-up companies, created jobs, and is boosting the local economy.
  • Invested in housing, expanding our temporary accommodation to 70 homes.
  • Declared a biodiversity emergency and have since set up grants for different initiatives that residents can take up to reduce carbon emissions and promote biodiversity across Broadland.
  • Worked with partner organisations to enable places such as Brundall, Blofield, and Strumpshaw to become Mindful Towns and Villages, supporting residents with their mental health.
  • Redeveloped Frettenham waste depot.
  • Partnered to fund the purchase and protection of Buckenham Woods, supported by a 5-year Woodland Management Programme.
  • Invested in Broadland Country Park, including beginning work to expand the park to include Drayton Dreway and establishing a management partnership with Norfolk Wildlife Trust.
