What is ASB?
Anti-social behaviour (ASB) is behaviour by someone that causes or is likely to cause harassment, alarm or distress to other people. It also covers actions that create nuisance or annoyance in residential settings and the wider community.
Why it matters
ASB can harm the quality of life in our neighbourhoods. It may force people to move home, take time off work or avoid local streets and parks. Everyone has the right to feel safe and respected where they live, work, visit and socialise.
How we tackle ASB
- We work in partnership with the police, housing associations and other trusted partners.
- We use prevention and education measures like warning letters or mediation.
- Where problem persist, we apply formal tools such as Community Protection Notices or Injunctions.
How to report ASB
If you are the tenant of a Registered Housing Provider, you must report the anti-social behaviour to them first as they have responsibility for dealing with this.

Otherwise, you can report ASB to us online, by phone or in person. Common issues include:
- Noise nuisance (loud music, barking dogs).
- Abandoned vehicles.
- Fly-tipping.
- Dog fouling in public areas. (see PSPO).
What happens next?
Once we receive your report:
- We assess the severity and urgency of the issue.
- We liaise with partners to investigate and gather evidence.
- We apply the most appropriate intervention - from informal warnings to legal action.
- We keep you informed of key developments and outcomes.
