New property bins

All newly built properties are charged for wheeled bins. Developers are asked to cover the cost of procurement, storage, delivery, and administration. If the developer does not pay, the first occupants will be responsible for payment.

If you are unsure whether your developer has paid, please check with them. Once confirmed, complete the form below. If they have not paid, you will need to make payment.

We ask all residents to mark their property name or number on all bins using stickers or permanent marker. This helps crews identify bins correctly and ensures an efficient service

Why do I need to pay for the first set of bins?

Previously, councils covered this cost, but due to reduced government funding and rising demand, this is no longer possible.

What does the charge cover?

The charge includes the cost of bins, storage, delivery, and administration. Bins remain council property and must stay at the property if you move.

Does Council Tax cover this?

No. Council Tax covers waste collection and disposal, not the initial bin provision. This policy is common among councils to manage finances.

Why do some developers pay and others do not?

It is the developer’s choice whether to cover the cost. Please raise this with them directly.

Why did my neighbour not pay?

Their developer may have covered the cost. Check with your developer.

Are there discounts for low income or benefits?

No. There are no concessions or payment plans. If you cannot pay, you must make alternative arrangements to dispose of your waste such as using a Norfolk County Council Recycling Centre.

Can I take bins when I move?

No. Bins remain council property and must remain at the address. If you take them, you will be charged.

What happens if I don’t pay?

Bins will not be delivered, and waste will not be collected. You may receive a Section 46 notice under the Environmental Protection Act 1990, which could lead to a fixed penalty or prosecution if you are not managing your waste.

Can I use my own bins or sacks?

No. Only council-provided bins are compatible with the lifting equipment on our vehicles and prevent injury to our staff, damage to our vehicles and damage to the bins you bought which would not be replaced.

What if I fly-tip my waste?

Fly-tipping is illegal and may result in fines or imprisonment.

What if I have built a new or converted house myself?

You will be responsible to pay for the bins.

How long will they take to arrive?

We aim to deliver bins within 10 working days after the below form is completed and payment made.

Do not order bins more than 10 days before moving in. Any ordered before this will not be complete. Bins cannot be collected from council offices.

What bins will I receive?

Broadland District Council - indoor and outside food caddies, a 240L refuse bin and either 240 or 360L recycling bin.

South Norfolk Council - a 240L refuse bin and either 240 or 360L recycling bin.

Garden waste bins are ordered and charged separately.
