Joint Supplementary Planning Documents for Broadland and South Norfolk Councils
Supplementary Planning Documents (SPDs) give more detail about how particular Local Plan policies should be interpreted or applied in practice, and provide further information to guide decisions on planning applications. SPDs are supplementary to the policies in the Local Plan and must be consistent with them. SPD cannot create new policies. Before an SPD is formally adopted it must be subject to public consultation as set out in Statements of Community Involvement. Following adoption of the Greater Norwich Local Plan (GNLP) in March 2024 we are developing a number of SPDs to aid the interpretation of policies in the plan which will be added to this page as they progress.
Custom and Self-Build Housing Supplementary Planning Document (SPD)
Broadland and South Norfolk Councils make provision for custom and self-build housing through policies in their local plans. This SPD provides guidance on the implementation of policies in current local plans, in particular the Greater Norwich Local Plan (GNLP) (adopted March 2024). The aim of the SPD is to support anyone wishing to submit a planning application for self or custom build.
Public consultation on the draft Custom and Self-Build Housing SPD took place between 10 February and 21 March 2025. All the responses received will now be considered and amendments made to the SPD as appropriate. It is hoped to adopt the final SPD in Summer 2025.
View the consultation document hereIn accordance with the relevant regulations the Council’s have produced a Strategic Environmental Assessment (SEA) and Habitats Regulations assessment (HRA) Screening Report to accompany the draft SPD.
An Equality Impact Assessment was undertaken for the GNLP so no separate statement has been produced for this SPD.
