Chairs Cllr Kathryn Cross and Deborah Sacks

At South Norfolk Council’s AGM, held on Monday 18 May 2026, Councillor Kathryn Cross was elected as Chair and Councillor Sharon Blundell was elected to the post of Vice-Chair.

At the same meeting Councillor Daniel Elmer was elected as South Norfolk Council’s Leader for a third year.

Councillor Elmer said:

As I begin my third year as Leader, I remain focussed on delivering for South Norfolk and helping our district thrive. Over the coming year, I look forward to seeing important projects progress, including the new medical centre in Hethersett, the leisure centre in Diss, and the creation of new green spaces and enhanced play parks across the district. We have made strong progress, and I look forward to working with members, residents and local businesses to create lasting opportunities for our communities.”

Councillor Elmer announced the Cabinet team, which is:

Daniel Elmer, Leader with cross cutting responsibilities.

Councillor Kim Carsok, Health & Leisure (Deputy Leader)

Councillor Graham Minshull, Communities

Councillor Richard Elliott, Resources & Innovation

Councillor Martyn Hooton, Environment Councillor

Lisa Overton-Neal, Planning & Economic Growth South Norfolk

Council Chair Kathryn Cross said it was an honour to be elected to the role. During her year in office, she will support Wymondham Heritage Museum, where she volunteers in her spare time. Her chosen theme for the year ahead is volunteering.

During the meeting last year's Chair Councillor Deborah Sacks was presented with a testimonial by the new Chair in recognition of her service to the Council.

While in office, Cllr Sacks raised £1,081 for her chosen charity, the Ted Ellis Trust – Wheatfen Nature Reserve, which is dedicated to protecting and preserving the natural environment.
