Council launches public consultation on Sex Establishment Licensing Policy

South Norfolk Council has opened a 12-week public consultation on the potential adoption of legislation and a new policy to govern the licensing of Sex Establishments including sex cinemas and sex shops and Sexual Entertainment Venues (SEVs), such as lap dancing clubs, in the district.

The consultation, which runs until 25 February 2026, is a proactive measure to ensure the Council is prepared and equipped to manage any future applications, even though there are currently no affected premises or known pending applications in South Norfolk.

Adopting the relevant legislation would grant South Norfolk Council greater powers of control over the number and location of SEVs and similar venues. These venues are currently only regulated under the Licensing Act 2003, which does not permit the Council to consider location or density of establishments when granting a licence.

The proposed policy framework will give local people and stakeholders a greater voice in determining the operation and location of such venues. It will ensure all licence holders comply with a comprehensive set of licence conditions, supporting the safe and responsible operation of the premises and providing improved safeguards for those working there. It will also outline the factors that will be taken into account when determining an application, including the suitability of the locality.

The draft policy has been developed by referencing best practice and recently updated policies from neighbouring licensing authorities, including Broadland District Council, which adopted similar provisions in 2011. Broadland District Council’s policy is also currently under review to ensure alignment across both districts.

The public, stakeholders, and agencies are encouraged to participate in the consultation. All responses received during the consultation will be collated and referred to the Licensing, Appeals and Complaints Committee and subsequently to the full Council for consideration before a final decision is made on the adoption of the resolution and the finalisation of the policy document.
