Council welcomes positive independent review of housing services

South Norfolk Council has welcomed the findings of an independent review which recognises the quality of its housing services. The review highlights the dedication of staff and the Council’s strong focus on helping South Norfolk residents, while also providing a clear roadmap for future improvement.
The Local Government Association (LGA) was commissioned by the Council to carry out an independent Housing Peer Challenge examining housing services, homelessness prevention work and preparedness for future challenges.
During a three-day visit in June, an experienced peer team held more than 30 meetings, speaking to nearly 100 people including councillors, staff, partner organisations and residents with housing need experience. The review has now been published alongside an action plan setting out how the Council will build on its achievements and implement the recommendations.
The report gives a very positive view of a service that is person centred, caring and prevention focused, delivered by committed staff who are passionate about achieving positive outcomes for residents. It highlights South Norfolk's strong organisational culture, commitment to early intervention and its effective partnership working.
Special praise is given to the Council's Help Hub and wider prevention services. The review recognises the value of providing South Norfolk’s residents with coordinated support through a single point of contact and highlights the way homelessness prevention is embedded across the organisation. It also identifies innovative approaches to supporting vulnerable people and helping residents access the assistance they need, when they need it.
The peer challenge also provided constructive recommendations to help the Council strengthen and future proof its services. These recommendations focus on areas including governance, performance management, data use and oversight, ensuring that services remain effective, sustainable and able to respond to changing demands.
The review recognises South Norfolk's reputation for supporting vulnerable residents, including in complex situations where responsibilities may be shared across different partner organisations.
By strengthening partnership working and accountability, the Council will ensure that residents continue to receive the right support at the right time, while making the best use of public resources for the benefit of local communities.
The report also acknowledges the increasing pressures facing the council as housing demand and homelessness continue to rise. Recommendations around enhanced oversight, performance management and financial planning will help South Norfolk Council to maintain high-quality services, demonstrate value for money and respond effectively to future challenges.
Councillor Graham Minshull, Portfolio Holder for Communities said:
We welcome this positive review and are particularly pleased that it recognises the dedication, professionalism and compassion of our staff, who work tirelessly to support residents every day.
"The report highlights many of the strengths of our housing and homelessness prevention services, including our Help Hub, our commitment to early intervention and the strong partnerships we have built across the district.
"Importantly, it also identifies opportunities for us to improve further. We are committed to learning from the recommendations, building on our strong foundations and ensuring our services remain effective, sustainable and focused on delivering the best possible outcomes for residents now and in the future."
