Council launches £50,000 Transitional Fund to support Neighbourhood Planning

South Norfolk Council has announced the launch of a new Neighbourhood Planning Transitional Fund, committing a total of £50,000 to support local parish and town councils in developing their Neighbourhood Plans.

This decision follows the Government’s announcement in June that it would be withdrawing direct financial support for communities undertaking these plans. Recognising the importance of neighbourhood led planning, South Norfolk Council has created this fund to ensure local projects can continue to move forward. The Transitional Fund offers additional financial support of up to £10,000 per project, available on top of the Council’s standard Neighbourhood Plans Grant.

The objective of the fund is to assist parishes that are in the early stages of developing a Neighbourhood Plan or those undertaking a review of an existing plan, who require extra resources to deliver their intended project.

Councillor Richard Elliott, Portfolio holder for Finance, said:

Government funding cuts will almost certainly leave rural parishes without the resources needed to develop their Neighbourhood Plans. Local communities are best placed to shape the future of their area, and these Plans are essential for guiding sustainable growth and ensuring local priorities are met. To bridge this funding gap, South Norfolk Council has stepped in, providing £50,000 in grant funding to support communities in delivering their Plans. It is vital that we continue to support our communities so they can deliver plans that reflect their needs and aspirations."

Councillor Lisa Overton-Neal, Portfolio holder for Economic Growth, added:

Neighbourhood Plans are crucial for guiding sustainable development across our district. This transitional funding is designed to make the process accessible and achievable, particularly for those starting out. I strongly encourage all eligible councils to apply and secure the resources they need to create robust, community-led plans.”

Parish and Town Councils in South Norfolk that are starting or considering undertaking a Neighbourhood Plan are urged to review the new guidance and make an application to the Transitional Fund as soon as possible, alongside an application for the standard Neighbourhood Planning Grant scheme.
