It is not illegal for an individual car owner to work on a vehicle on the public highway. If the work is occurring regularly and there is noise causing a nuisance you will need to speak to the person concerned to resolve the situation, as they may not be aware. Under the Clean Neighbourhoods and Environment Act 2005 it is a criminal offence for a business to carry out repairs, maintenance, servicing or dismantling of a motor vehicle on a public road. If you think this is being carried out you can report this using the links above.
