Japanese Knotweed is a species of plant which grows and spreads at an alarming rate, that can cause damage to buildings and land if left untreated.

How to stop Japanese Knotweed from spreading
However if you are being affected by Japanese Knotweed from neighbouring land, it is the responsiblity of the land owner to treat it. The Council can investigate and enforce treatment if required.
