Verification Number
We are required by law to publish how many signatures of registered voters are required on a petition on whether we should change to a different form of governance, for example having a mayor.
Electors can petition the council to hold a referendum. The petition must be signed by at least 5% of the registered electors for the district. This is known as the verification number.
Further information for each council can be found below. The current verification number covers any petitions held up to 31 March 2025.

The Local Authority (Referendums) (Petitions & Directions) (England) Regulations 2000
In accordance with Regulation 4(1) of the above regulations the number that is equal to 5% of the number of local government electors shown in the revised register of electors having effect on the 15th February 2024 is:

This figure will have effect for the purposes of determining the validity of Petitions presented from 1st April 2024 to 31st March 2025.The number equal to 5% of the local government electors for 2025 will be published within 14 days of the 15th February 2025. If this number is less than 5242, the number to be used for verification purposes in relation to any petition submitted for the period beginning on the date of publication of the lower number until 31st March 2025 shall also be that lower number.

- Total number of electors who were eligible to vote in person at the polling stations: 91091

The data shows that 99.97% of electors voting in Broadland and Fakenham constituency polling stations brought photo ID that met voter ID requirements.
Collated figures across the area show 37281 electors voted at our 75 polling stations in the general election on 4 July 2024.
At the end of polling day, 12 electors who tried to vote in a polling station were not given a ballot paper because they did not meet the voter ID requirements – 0.03%.
The figures also show while 68 electors were initially turned away, 56 returned with acceptable ID and were able to vote. This means 82.35% of those initially turned away returned and were issued with a ballot paper.
The data shows that 99.96% of electors voting in Norwich North constituency polling stations brought photo ID that met voter ID requirements.
Collated figures across the area show 30390 electors voted at our 39 polling stations in the general election on 4 July 2024.
At the end of polling day, 12 electors who tried to vote in a polling station were not given a ballot paper because they did not meet the voter ID requirements – 0.04%.
The figures also show while 64 electors were initially turned away, 52 returned with acceptable ID and were able to vote. This means 81.25% of those initially turned away returned and were issued with a ballot paper.
The data shows that 99.96% of electors voting in South Norfolk constituency polling stations brought photo ID that met voter ID requirements.
Collated figures across the area show 36997 electors voted at our 73 polling stations in the general election on 4 July 2024.
At the end of polling day, 16 electors who tried to vote in a polling station were not given a ballot paper because they did not meet the voter ID requirements – 0.04%.
The figures also show while 69 electors were initially turned away, 53 returned with acceptable ID and were able to vote. This means 76.81% of those initially turned away returned and were issued with a ballot paper.
