South Norfolk Village Clusters Housing Allocations Plan
The Village Clusters Housing Allocations Plan (VCHAP) is a Local Plan document which, once adopted, will become part of the Development Plan for South Norfolk. The proposed VCHAP allocates new sites for housing in South Norfolk’s villages, which will deliver the bulk of the approximately 1,200 new homes that are to be delivered in this village cluster area by 2038.
Between 9am on Monday 12 August and 5pm on Monday 7 October, South Norfolk Council published its Regulation 19 Pre-submission Addendum to the Village Clusters Housing Allocations Plan (VCHAP). During this period, anyone that wishes to may make a formal representation on the Plan (in accordance with Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2012).
This proposed Addendum document included the alternative and amended sites proposed for allocation within the VCHAP when it is submitted to the Planning Inspectorate for examination, following a consultation on some alternative site options earlier this year. The document also included a number of other focused changes to the proposed VCHAP.
The published document only dealt with the changes that are being proposed to the Regulation 19 VCHAP document that was published in 2023.

Next steps
Following the end of this publication period, South Norfolk Council will now consider whether, taking account of representations received, the VCHAP is Sound and ready for examination. If South Norfolk Council resolves that the VCHAP is Sound and ready for examination then the proposed Plan, supporting evidence and the representations received will be forwarded to the Planning Inspectorate for independent examination.
