New premises licence

A premises licence is required to authorise:

  • the sale or supply of alcohol,
  • the provision of regulated entertainment (such as live music, indoor sporting events, etc),
  • the provision of late night refreshment (the sale of hot food or drink between 11pm and 5am).

You must not advertise the application until you have received an acknowledgement letter/email from the licensing team confirming the application is valid.  Once an acknowledgement of application has been received please read through and print the public notice.

Please be aware that no refunds will be given if either the information supplied is incorrect or the address is found to be outside of our authority boundary.

Fees are based on the non-domestic rateable value (NDRV) of the premises. These can be checked on the Valuation Office Agency (VOA).

Premises that do not have a NDRV fall into Band A for licensing fee purposes.  Premises that do not have a NDRV due to being under construction fall into Band C.

Processing and timescales

Prior to 2024 if you do not use our online service and you post your application, you must also serve a copy, including the accompanying documentation, to the responsible authorities on the same day.  When using the online form, we will undertake the consultation with the responsible authorities.  

The consultation period is 28 days from receipt of the valid application.  At the end of which, if no representations have been received, the premises licence will be issued within a further 28 days.  You may only carry out licensable activities once you are in receipt of and displaying the premises licence.

If non-negotiable relevant representations are made against the application, a hearing will be held within 20 working days after the consultation period, where the matter will be decided by the licensing sub-committee (which is made up of Councillors).  

Validity and renewals

The licence is valid whilst the premises is being used for licensable activities and is subject to an annual fee.

If you do not want to use the premises for licensable activities please ensure you surrender the premises licence, otherwise you will continue to be liable for the annual fee.
