Thorpe St Andrew Neighbourhood Plan
Thorpe St Andrew Town Council has, since 2017 been preparing a Neighbourhood Plan. When complete, it will be used to help guide and shape future development across the whole parish.

A local referendum will be held on Thursday 2 May 2024 in order to determine whether residents within the neighbourhood area support the proposed Thorpe St Andrew Neighbourhood Plan.

Background
Thorpe St Andrew Town Council (as the ‘qualifying body’) submitted the Thorpe St Andrew Neighbourhood Plan and other required documents to both Broadland District Council and Broads Authority in June 2023. A consultation, in accordance with Regulation 16 of the Neighbourhood Planning (General) Regulations, 2012 (as amended), was subsequently carried out by both local planning authorities, which finished on 21 August 2023.
Mr Andrew Ashcroft (Andrew Ashcroft Planning Ltd) was appointed to carry out an independent examination of the Plan following this consultation period. This was able to proceed using the submitted Neighbourhood Plan documents, the made representations, and the responses to the clarification note.
On 6 December 2023, the Examiner issued his final report. It contains a number of recommended modifications and states that, subject to these being implemented, the Thorpe St Andrew NP meets the basic conditions and that it should proceed to a local referendum.
Broadland District Council and Broads Authority subsequently issued a joint Decision Statement detailing their intention to send the Neighbourhood Plan to a referendum, subject to modifications being made as specified by the examiner.

It has been brought to the authorities' attention that there was a factual error within the original referendum version of the Thorpe St Andrew Neighbourhood Plan, relating to one of the images within the document. This has now been corrected. Please see the Erratum note in the documents section for more information.
